About Changes to the operation of “application procedures” following the partial amendment of the Administrative Scrivener Act1Why do we need to change the contract?This is in accordance with legal requirements. Due to the partial amendment of the Administrative Scrivener Act effective January 1, 2026, and the notification of “Enforcement of the Act Partially Amending the Administrative Scrivener Act” issued by the Civil Aviation Bureau of the Ministry of Land, Infrastructure, Transport and Tourism on March 27, 2026, we will be implementing our application proceduress in accordance with the intent of the amendment to the Administrative Scrivener Act.
2Would going through an administrative scrivener cause the application and approval process to take more time?We will strive to maintain the current quality standards for applications. We would appreciate your cooperation in providing information promptly to ensure compliance with regulations.
3Why do we need to change the contract even though the your business is ending?This is because the contracting parties will change from two (your company and OFC) to three (your company, the administrative scrivener’s office, and OFC).
If you request our services for the application process, a three-party contract including the administrative scrivener’s office is required in accordance with the Administrative Scrivener Act.
4Although we are progressing with the execution of the Termination Agreement, is a separate three-party contract still necessary?The number of contracting parties will change from two (your company and OFC) to three (your company, the administrative scrivener’s office, and OFC). Therefore, a separate three-party contract will be required.
The three-party contract includes provisions for termination, so there is no need to contract the termination agreement for three-party contract separately.”
5We have already signed the Termination Agreement, is a separate three-party contract still necessary? How should we proceed?There are no changes to the termination agreement procedures between your company and OFC. We will enter into a separate three-party agreement. This three-party agreement includes provisions for termination, so there is no need to terminate the three-party agreement separately. Thank you for your understanding.
6What is the division of responsibilities between the administrative scrivener and OFC?The preparation of the application form to be submitted to the Civil Aviation Bureau will be handled by a certified administrative scrivener’s office, while consultations and other related services will continue to be provided by OFC as before.
7What is the specific workflow and application procedures?When requesting an application, please send the same email both the administrative scrivener’s office and OFC.
